ARTÍCULO 1º
El INCAA, Instituto Nacional de Cine y Artes Audiovisuales, organiza el 30º Festival Internacional de Cine de Mar del Plata, acreditado por la Fédération International des Associations des Producteurs de Films (FIAPF). El objetivo a cumplir por parte del Festival en su carácter internacional es presentar una sustancial y enriquecida cantidad de filmes extranjeros de largometraje acompañados por sus correspondientes representantes, y de esta forma contribuir con el desarrollo de la cultura, con el progreso de la industria cinematográfica mundial y con su difusión en América Latina. Por otra parte se propone ser la base de lanzamiento de la industria cinematográfica local y fomentar su desarrollo.
ARTÍCULO 2º
La 30º edición del Festival Internacional de Cine de Mar del Plata se llevará a cabo entre 30 de octubre al 7 de noviembre de 2015 e incluirá la Competencia Internacional de largometrajes, la Competencia Latinoamericana de largometrajes y cortometrajes, la Competencia Argentina de largometrajes y cortometrajes, y el Work In Progress para producciones argentinas; además de distintas secciones paralelas.
ARTÍCULO 3º
La inscripción al Festival es gratuita y está abierta para películas nacionales e internacionales; de largo, medio y cortometraje; películas de ficción, documentales y experimentales. Las producciones deben haber sido terminadas después del 1º de noviembre de 2014.
ARTÍCULO 4º
Para presentar un film a la selección del Festival es necesario completar los pasos detallados a continuación:
a) Completar Ficha de Inscripción Online
b) Enviar un link de descarga (cuyo tamaño no supere los 2GB), o un DVD a la siguiente dirección:

c) Los gastos de envío, exportación e importación de los videos y copias para su selección y participación están a cargo de sus dueños.
d) Los DVDs que se envían al Festival para postular a ser seleccionados no serán devueltos y serán destruidos al concluir la edición del Festival, de acuerdo a normativa de la FIAPF.
La inscripción cierra el 31 de julio. El material deberá ser presentado personalmente en el horario de 10 a 19 hs o enviado por correo a las oficinas del Festival Internacional de Cine de Mar del Plata sitas en Av. Belgrano 1586 – Piso 9 – (CP 1093) – Ciudad Autónoma de Buenos Aires.
ARTÍCULO 5º
El Comité de Selección recomendará al Presidente del Festival filmes de corto y largometraje, que respondan a los objetivos del evento mencionado en el Artículo 1º y que, a entender de sus integrantes, posean los méritos artísticos necesarios para conformar una programación que sea suficientemente representativa de lo mejor que se produce en el mundo. Se evaluarán la originalidad, la propuesta expresiva, la eficacia narrativa, la capacidad poética, además de los requerimientos formales que el Festival debe cumplir como miembro de la Fédération International des Associations des Producteurs de Films (FIAPF).
ARTÍCULO 6º
Competencia Internacional
Participan películas nacionales e internacionales de largometraje, documentales y de ficción; presentando obligatoriamente subtítulos en inglés. Deben haber sido terminadas después de noviembre de 2014 y no haber tenido exhibición pública en Argentina. Los filmes que hayan competido en festivales fuera de Argentina, anteriores a la fecha de selección para su presentación en Mar del Plata, no están invalidados para integrar la Competencia Internacional. Se otorgarán los siguientes premios: al mejor largometraje, al mejor director, a la mejor actriz, al mejor actor y al mejor guión. El Jurado otorgará eventualmente el Premio Especial del Jurado y hasta dos menciones especiales, debiendo indicar la motivación que los hace merecedores de los mismos. Podrá otorgarse un solo premio ex-aequo, excepto para mejor película. Ningún film podrá recibir más de dos premios, así como ningún premio podrá ser declarado desierto.
ARTÍCULO 7º
Competencia Latinoamericana de largometrajes
Las películas presentadas al Comité de Selección para participar en la Competencia Latinoamericana, deberán reunir las siguientes condiciones:
a) Haber sido terminadas después de noviembre de 2014.
b) Ser estreno en el territorio de la República Argentina.
c) No haber tenido ningún tipo de exhibición pública en nuestro país.
d) No podrán ser exhibidas en otro ámbito que en el marco del Festival, hasta la finalización del mismo.
e) Las copias a proyectarse deben tener obligatoriamente subtítulos en inglés.
Un jurado otorgará el premio a la mejor película de la Competencia Latinoamericana.
ARTÍCULO 8º
Competencia Argentina de largometrajes
Las películas presentadas al Comité de Selección para participar en la Competencia Argentina, deberán reunir las siguientes condiciones:
a) Participan películas de producción argentina. Films de ficción, documentales y experimentales, terminados con posterioridad al mes de noviembre de 2014.
b) Ser estreno en el territorio de la República Argentina
c) No haber tenido ningún tipo de exhibición pública en nuestro país.
d) No podrán ser exhibidas en otro ámbito que en el marco del Festival, hasta la finalización del mismo.
e) Las copias a proyectarse deben tener obligatoriamente subtítulos en inglés.
Un jurado otorgará dos premios, a la Mejor Película y al Mejor Director. Mejor Película: consiste en la entrega del Premio Estímulo que consta de $ 200.000 para campaña de lanzamiento. Mejor director: recibirá la suma de $ 100.000. Ambos serán entregados por el INCAA
ARTÍCULO 9º
Competencia Argentina de cortometrajes
Participan películas de producción argentina, terminadas con posterioridad al mes de noviembre de 2014. Films de ficción, documental, experimental. La duración de las películas (Incluyendo títulos de créditos) no debe sobrepasar los 15’. Las copias a proyectarse deben obligatoriamente tener subtítulos en inglés. Deben ser estreno en el territorio de la República Argentina y no haber tenido ningún tipo de exhibición pública en nuestro país.
Un jurado otorgará dos premios, al Mejor Corto y al Mejor Director. Mejor director: recibirá la suma de $ 30.000 otorgado por el INCAA. Mejor Corto: Premio INCAA TV – Adquisición para emisión.
ARTÍCULO 10º
Competencia Latinoamericana de cortometrajes
Participan películas de producción latinoamericana, terminadas con posterioridad al mes de noviembre de 2014. Documental, ficción, experimental. La duración de las películas (Incluyendo títulos de créditos) no debe sobrepasar los 15’. Deben ser estreno en el territorio de la República Argentina y no haber tenido exhibición pública en nuestro
país. Las copias a proyectarse deben obligatoriamente tener subtítulos en inglés. Un jurado otorgará el premio al mejor cortometraje de la Competencia Latinoamericana.
ARTÍCULO 11º
Work In Progress
Pueden participar del Work In Progress, proyectos de largometraje de producción argentina. Se encuentra abierto a películas de ficción, documentales y experimentales. Para inscribirse es necesario enviar una edición en DVD (sin límite de duración), teniendo en cuenta que si el trabajo quedase seleccionado, la duración del fragmento a exhibir durante el festival no puede superar los 7 (siete) minutos. Junto al DVD, presentar una carpeta con los siguientes datos:
a) Título del proyecto
b) Nombre y apellido del director
c) Nombre y apellido del productor
d) Datos de contacto del proyecto (teléfono, mail)
e) Información técnica (género, duración, formato de rodaje)
f) Sinopsis (máximo 1 página)
g) Tratamiento (entre 8 y 10 páginas). El guión no reemplaza al tratamiento y sólo debe ser enviado en caso de ser solicitado
H) Carta de intención del director sobre su proyecto
I) Biofilmografía del director y del productor
j) Estado de producción del proyecto
K) Una copia del dossier en versión electrónica, grabada en CD
No podrán participar del Work In Progress aquellos proyectos que estén vinculados con algún miembro de la organización o del Comité de Selección. Un comité integrado por programadores del Festival, seleccionará los proyectos participantes. Un jurado otorgará el premio al mejor proyecto participante que consta en $ 50.000 que serán entregados por el INCAA.
ARTÍCULO 12º
Si una película resulta seleccionada, el Festival notificará al aspirante (director, productor, distribuidor o agente de ventas), y este deberá remitir los materiales que se le solicitan en la Ficha de Inscripción a la brevedad. Estos materiales se utilizarán para el Catálogo, la Página Web, prensa, publicidad y difusión dentro del marco del Festival.
ARTÍCULO 13º
Una vez programada una película, no podrá ser retirada del Festival.
ARTÍCULO 14º
Los filmes programados -en cualquiera de las Secciones- no podrán ser estrenados comercialmente en el país hasta finalizado el Festival. Tampoco podrán ser exhibidas públicamente en otro ámbito que no sea el del marco del Festival, hasta la finalización del mismo.
ARTÍCULO 15º
Cada film podrá tener hasta cinco (5) proyecciones durante el Festival, incluyendo una adicional para la prensa, en caso de que así lo decida el Presidente del Festival a requerimiento de los críticos especializados.
ARTÍCULO 16º
Los filmes se presentarán en el idioma del país de origen, con subtítulos electrónicos en español. Sólo el Presidente del Festival podrá decidir acerca de la presentación fuera de estas normas.
ARTÍCULO 17º
Todos los filmes incluidos en las Competencias recibirán un Certificado de Participación.
ARTÍCULO 18º
El Presidente del Festival elegirá al presidente del Jurado y a sus integrantes. Sólo una tercera parte del Jurado podrá ser de nacionalidad argentina. El Presidente del Festival o su representante podrán estar presentes durante las deliberaciones del Jurado, pero no tomarán parte de las mismas ni tendrán voto alguno. Las decisiones se tomarán por mayoría absoluta en los dos primeros escrutinios y por mayoría relativa en los siguientes. No podrá ser jurado quien tenga cualquier tipo de interés en la producción o explotación de un film en concurso. Los miembros del Jurado se comprometen firmemente a no expresar públicamente sus opiniones respecto de los filmes sometidos a su consideración antes de la proclamación oficial de los premios.
ARTÍCULO 19º
a) Los productores y distribuidores de aquellos filmes que integran las Competencias se comprometen a incluir en toda su publicidad y material de prensa la frase “Selección Oficial del Festival Internacional de Cine de Mar del Plata”, utilizando el logotipo del Festival. Este compromiso se aplica tanto a los estrenos comerciales en cinematógrafos como al lanzamiento comercial en DVD.
b) Los productores y distribuidores de aquellos filmes que obtengan premios se comprometen a destacar los mismos en toda su publicidad y material de prensa, utilizando el logotipo del Festival. Este compromiso se aplica tanto a los estrenos comerciales en cinematógrafos como al lanzamiento comercial en DVD
c) Este logotipo estará disponible en las oficinas del Festival.
d) Todo premio otorgado, que no sea recibido en la Ceremonia de Clausura, podrá ser retirado en las oficinas del Festival, en la Ciudad de Buenos Aires, hasta un mes de finalizado el evento.
ARTÍCULO 20º
La copia para proyección del film seleccionado tendrá que llegar a la dirección indicada en la Ficha de Inscripción antes del 1º de octubre de 2015.
ARTÍCULO 21º
El Festival cubre los costos de almacenaje y seguro de las copias mientras estén dentro de los límites oficiales del Festival. El Festival no asumirá gastos aduaneros de exportación e importación de las copias en su país de origen. En caso de deterioro de una copia o cualquier otro reclamo, éste deberá llegar al Festival hasta un mes después de la fecha de envío efectuada por el Festival, como fecha límite. La responsabilidad del Festival no superará el costo de una nueva copia, según las tarifas en vigor en los laboratorios para una copia standard.
ARTÍCULO 22º
El Presidente del Festival resolverá todo asunto no contemplado en el presente Reglamento. En caso de conflicto, la Dirección del Festival conserva su soberanía, ateniéndose al reglamento de la Fédération International des Associations des Producteurs de Films (FIAPF) en lo que respecta a las manifestaciones de cine internacionales.
ARTÍCULO 23º
La participación en el Festival Internacional de Cine de Mar del Plata implica por parte de los interesados la aceptación del presente Reglamento.

ARTICLE 1
The 30th Festival is organized by the National Institute of Cinema and Audiovisual Arts, INCAA, and it is accredited by the Fédération International des Associations des Producteurs de Films (FIAPF). The goal of the Festival, given its international nature, is to show a substantial and assorted number of foreign feature films and to welcome their corresponding delegates, thus contributing to the development of culture and international film industry and its promotion in Latin America. In addition, the Festival is intended to serve as a springboard for the local film industry that, after over a century, is heading towards artistic and technical renewal.
ARTICLE 2
The 30th edition of the Mar del Plata International Film Festival will take place from October 30th to November 7th, 2015, and it will include the International Feature Films Competition, the Latin American Competitions, feature and short films, the Argentine Competitions, feature and short films, and the Work In Progress section for Argentine productions, apart from different sidebar sections and retrospectives.
ARTICLE 3
Admission to the Festival is open for national and international films, feature, medium-length and short films; fictional, documentaries and experimental films. The productions should have been finished after November 1st, 2014.
ARTICLE 4
To submit your film to the Festival you are required to follow the below mentioned instructions:

c) All shipment, export and import expenses incurred in connection with the submission and participation of films shall be borne by the applicants.
d) No DVD copy submitted to the Festival shall be returned and they will be destroyed after the Festival, according to FIAPF regulations.
Registration closes on July 31ST for Short Films, on August 29th for Feature Films. The material should be submitted in person from 10 am to 7 pm or mailed to the Festival Offices:

ARTICLE 5
The Selection Committee shall recommend the President of the Festival Features and Short films that, in their opinion, are consistent with the purpose of the Festival, referred to in Article 1, and reflect artistic values of excellence and innovation, in order to form a representative selection of the best worldwide production. Originality, the expressive proposal, narrative effictiveness, poetic talent, besides the formal requirements that the Festival has to reach as an accredited member of the Fédération International des Associations des Producteurs de Films (FIAPF).
ARTICLE 6
International Competition
The films submitted to the International Competition should be international and national feature films, documentaries and fictional. They should be Argentine Premiere and should have been produced after November 2013. English subtitles are mandatory. If a film has been exhibited at other Festivals -outside Argentine Territory- prior to its selection for the Mar del Plata Festival, this shall not prevent it from entering our Official Competition.
The following awards shall be granted: Best Feature Film, Best Director, Best Actress, Best Actor and Best Screenplay. The Jury may grant a Jury’s Special Award and up to two special mentions, stating the reasons for its decision. Only one ex–aequo award may be given, except the Award to Best Feature Film. No film may receive more than two awards, nor may any award be declared void.
ARTICLE 7
Latin American Feature Films Competition
The films submitted to the Selection Committee to participate in the Latin American Feature Films Competition should meet the following conditions:
a) They should have been finished after November, 2014.
b) They should be Argentine Premiere.
c) They shouldn’t have had any sort of public exhibition in Argentina.
d) They cannot be exhibited anywhere else until the end of the Festival.
e) The copies to be screened should have English subtitles.
The Award to Best Film of the Latin American Competition shall be granted.
ARTICLE 8
Argentine Feature Films Competition
The films submitted to the Selection Committee to participate in the Argentine Feature Films Competition should meet the following conditions:
a) They should be Argentine productions. Fictional, documentary and experimental films, finished after November, 2014.
b) They should be Argentine Premiere.
c) They shouldn’t have had any sort of public exhibition in Argentina.
d) They cannot be exhibited anywhere else until the end of the Festival.
e) The copies to be screened should have English subtitles.
A jury will award two prizes; the Incentive Award for Best Feature Film of the Argentine Competition, consisting of $200.000, for launching campaign. It will also award the prize for Best Director of the Argentine Competition, consisting of $100,000; both awards granted by INCAA.
ARTICLE 9
Argentine Short Films Competition
Only films that meet the following conditions may be chosen for the Argentine Short Films Competition:
1) Argentine productions.
2) Films produced after November, 2014.
3) Documentary, fictional and experimental films.
4) 15 minutes long maximum (including credits).
5) They should be Argentine Premiere.
6) They shouldn’t have had any sort of public exhibition in Argentina.
6) The copies to be screened should have English subtitles.
A jury will award two prizes; INCAA TV Award for Best Short Film of the Argentine Competition, consisting of acquisition for broadcasting. It will also award the prize for Best Director of the Argentine Short Film Competition, consisting of $30,000, granted also by INCAA.
ARTICLE 10
Latin American Short Films Competition
Only films that meet the following conditions may be chosen for the Latin American Short Films Competition:
1) Latin American productions.
2) Films produced after November, 2014.
3) Documentary, fictional and experimental films.
4) 15 minutes long maximum (including credits).
5) They should be Argentine Premiere.
6) The copies to be screened should have English subtitles.
ARTICLE 11
Work In Progress
Only film projects that meet the following conditions may be chosen for the Work In Progress:
1) Argentine Feature Film Projects.
2) Documentary, fictional and experimental films.
To register a project it is mandatory to send a DVD edition (no time limit), taking into account that if the project is selected, the edition to be screened at the Festival cannot be longer than 7 (seven) minutes. Together with the DVD, a dossier with the following data should be sent:
a) Project Title.
b) Director’s full name.
c) Producer’s full name.
d) Contact information (Phone number, email address)
e) Technical information (genre, duration, format)
f) Synopsis (max. 1 page)
g) Treatment (8 to 10 pages). The script does not replace the treatment and it should only be sent if required.
h) Director’s letter of intent regarding the project.
I) Director’s and producer’s biofilmography.
J) Production state of the project.
k) A digital copy of the dossier on CD.
Projects linked with a member of the organization or the Selection Committee are not allowed to participate in the Work In Progress.
A Committee of Festival Programmers shall choose the participating projects.
The Award to Best project of the Work In Progress Competition consists of $ 50.000, granted by INCAA.
ARTICLE 12
If a film is selected, the Festival shall notify the candidate (director, producer, distributor or sales agent), who shall be asked to shortly send the materials requested in the Entry Form. The materials shall be used for the Catalogue, Website, press, advertising and promotion within the Festival.
ARTICLE 13
Once a film has been scheduled, it may not be withdrawn from the Festival.
ARTICLE 14
The scheduled films -in any section- cannot be released commercially in Argentina until the end of the Festival. Nor can they be screened publicly anywhere other than the Mar del Plata International Film Festival until the end of the Festival.
ARTICLE 15
Each film may be screened five (5) times during the Festival, including one additional screening for the press, if the President of the Festival determines it, by request of film critics.
ARTICLE 16
Films shall be screened in their native language, with electronic Spanish subtitles. Only the President of the Festival may decide to screen a film that does not abide by these rules.
ARTICLE 17
All films participating in the Competitions shall receive a Certificate of Participation.
ARTICLE 18
The President of the Festival shall elect the President and the members of the Jury. Only a third of the Jury members may be Argentine nationals. The President of the Festival or his representative may be present during Jury deliberations but shall not be able to take part in them or vote. Decisions shall be adopted by absolute majority in the first two counts and by relative majority in subsequent counts. No person having an interest in the production or exploitation of a film in competition may be a juror. Members of the Jury firmly undertake to refrain from publicly expressing their opinions on the films submitted to them for consideration prior to the official announcement of the awards.
ARTICLE 19
a) Producers and distributors of films in the Competitive Sections agree to include the legend “Official Selection, Mar del Plata International Film Festival”, using the Festival logotype, in all their advertising and press material. This applies to both movie theater commercial premieres and DVD commercial launchings.
b) Producers and distributors of films receiving awards agree to highlight them in all their advertising and press material, using the Festival logotype. This applies to both movie theater commercial premiers and DVD commercial launchings.
c) The festival logotype shall be available at the Festival offices.
d) Any granted award that is not received at the Closing Ceremony can be collected at the Festival offices in Buenos Aires, up to a month after that event.
ARTICLE 20
Copies of selected films should be sent to the address indicated in the Entry Form prior to October 1st, 2015.
ARTICLE 21
The Festival shall bear the expenses of storing and insuring the copies, as long as they are within the official limits of the Festival. The Festival shall not bear customs expenses relating to the export and import of copies in the countries of origin. In case of deterioration of a copy or any other claim, these should be submitted to the Festival no later than a month following receipt by the producer. The responsibility of the Festival shall not exceed the cost of a new copy, according to the price in force of a standard copy in laboratories.
ARTICLE 22
The President of the Festival shall settle any matters not provided for under these Regulations. In case of conflict, the Festival Direction shall maintain its jurisdiction, and conform to the Fédération International des Associations des Producteurs de Films (FIAPF) regulations, as far as international film expressions are concerned.
ARTICLE 23
Participation in the Mar del Plata International Film Festival implies acceptance of the present Regulation by all parties concerned.
